What Is a Gas Safety Certificate in Barnet?

A Gas Safety Certificate (CP12) is called a Landlord Gas Safety Record. It is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. A gas safety check in the Barnet area covers the appliances and flues supplied by the landlord at the rented property.

Gas Safety Rules at a Glance

Every 12 months

A Gas Safe registered engineer completes the annual gas safety check under regulation 36 of the Gas Safety (Installation and Use) Regulations 1998.

Early renewal

A check within the two months before the due date keeps the original expiry date.

Tenant copies

Existing tenants receive the record within 28 days. New tenants receive it before moving into the property.

Records

Keep each record until two further checks are complete, covering at least two years.

Is a Gas Safety Certificate a Legal Requirement in Barnet?

Yes, for every Barnet landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires landlords to arrange an annual gas safety check and provide the record to tenants. Barnet has borough-wide additional HMO licensing, with licence conditions requiring the gas safety report to reach the council within one month of each annual inspection.

Who Can Issue One and How to Check the Engineer

Only a Gas Safe registered engineer issues the record. Check the engineer's registration on the Gas Safe Register before work starts. ALC also provides registration details for landlords who want to check the engineer before booking the gas safety certificate.

Why Gas Safety Compliance Works Differently in Barnet

Barnet is a suburban borough with many houses within London. Census 2021 records 37.6% of Barnet households in detached or semi-detached homes, compared with 24.7% across London. Larger homes can have several gas appliances, which affects appliance based pricing. Barnet also has specific HMO reporting and licensing rules. Five things make gas safety compliance in Barnet different.

What Makes Barnet Gas Compliance Different

1

Household type

37.6% of Barnet households live in detached or semi-detached homes. The London figure is 24.7%. Semi-detached homes account for 27.5% in Barnet and 18.6% across London. Source: ONS Census 2021, table TS044.

2

HMO report

Barnet HMO licence conditions require the licence holder to submit the gas safety report to the council within one month of the annual inspection.

3

Additional HMO licensing

The borough wide scheme covers properties with three or more occupants from more than one household. The current designation runs from 27 October 2022 to 27 October 2027.

4

Selective licensing

Barnet has considered selective licensing through earlier proposals. A January 2026 business case names ten wards for a proposed scheme. These include Hendon, West Hendon, Childs Hill, Burnt Oak, Cricklewood, Golders Green, Friern Barnet, Colindale South, Colindale North and Finchley Church End. The proposal is not an active scheme.

5

EN4 and EN5

These postcode districts cross the Greater London boundary into Hertfordshire. EN4 covers parts of Barnet, Enfield and Hertsmere. EN5 covers parts of Barnet and Hertsmere. The property's council area needs checking before licensing rules are confirmed.

Barnet Licensing Facts

How Gas Safety Checks Work for Barnet Landlords

Counting Appliances in a Barnet House

A three or four bedroom Barnet semi commonly has a boiler, gas hob and gas fire. A connected gas fire counts as a landlord provided appliance and needs a safety check even when nobody uses it. Capping or removing an unused appliance is a landlord decision made with an engineer. £69 covers one appliance or four, plus the gas meter. The appliance count changes the visit, not the bill.

Getting the Report to the Council Within the Month

For licensed HMO landlords, Barnet licence conditions require a copy of the gas safety report within one month of the annual inspection. The period starts from the inspection date, not the renewal date. A report left in an inbox for five weeks creates a licence breach even when the CP12 remains valid. A digital CP12 issued within 24 hours gives useful time for the council submission.

Access to Suburban Properties

Barnet has many houses with their own front doors. Tenants control access, and gas appliances can be located across several rooms, garages or outbuildings. Confirming appliance locations before the visit helps the engineer prepare for the full inspection and keeps the appointment accurate.

STEP 4

What's Checked on a Barnet Gas Safety Check and What Isn't

A Gas Safe registered engineer checks landlord provided gas appliances, their flues, combustion, ventilation and safety controls. Installation pipework has a separate maintenance duty and does not form part of the annual gas safety check.

Covered by the gas safety check

NOT covered by the annual check

Gas appliances the landlord provides
Tenant's own gas appliances
Flues and chimneys serving those appliances
A Full boiler service
Appliance operating pressure and heat input
Repairs or replacement parts
Combustion performance and flue gas readings
Installation pipework
Ventilation to each appliance
Electrical safety, covered by an EICR
Safety devices and flame supervision
Carbon monoxide alarm supply

If the Engineer Finds a Defect

The engineer classifies a fault as Immediately Dangerous or At Risk and records the finding on the gas safety record. With the landlord's permission, an unsafe appliance can be disconnected. The CP12 remains issued with the defect recorded. Any remedial work receives a separate quote.

Pipework and Carbon Monoxide Alarms

Installation pipework has a separate maintenance duty. A tightness test and visual examination are recommended good practice, and ALC carries out this check. A carbon monoxide alarm is required in living accommodation containing a fixed combustion appliance, excluding a gas cooker, under SI 2022/707 from 1 October 2022.

Gas Safety and Property Licensing in Barnet

Barnet has borough wide additional HMO licensing across all wards from 27 October 2022 to 27 October 2027. The scheme covers properties with three or more people from more than one household, plus certain converted blocks of flats. Mandatory HMO licensing also applies to properties with five or more people from two or more households.

What the Law Requires

Regulation 36 requires landlords to arrange a gas safety check every year with a Gas Safe registered engineer for the gas appliances and flues they provide. The record stays with the landlord for at least two years, with copies provided to existing tenants within 28 days and new tenants before they move in.

Your Licence and the One Month Deadline

Barnet HMO licence conditions require the licence holder to submit the gas safety report to the council within one month of the annual inspection. The one month period starts on the inspection date. A landlord can meet the annual gas safety duty and still breach a licence condition by not sending the report within that period. The gas record forms part of the licence file and does not grant the licence.

Carbon Monoxide Alarms

A carbon monoxide alarm is required in living accommodation containing a fixed combustion appliance, such as a gas boiler or gas fire. The requirement does not apply to a room containing only a gas cooker. The rule covers private and social landlords under the 2022 amendment.

2026 Update: Section 21 and the Landlord Register

Section 21 ended on 1 May 2026 under the Renters' Rights Act 2025. Section 8 is now the possession route. The national PRS Database opens for registrations on 15 December 2026.

Suburban Houses and Multiple Appliances

37.6% of Barnet households live in detached or semi-detached houses, compared with 24.7% across London. Semi-detached homes account for 27.5% locally. HMOs and Licensed Properties

Barnet's additional HMO licensing covers all wards from 27 October 2022 to 27 October 2027. Each landlord provides appliance and flue needs recording. The gas safety report goes to the council within 1 month of inspection. A Barnet gas safety certificate check also supports licensed HMO records.

Hampstead Garden Suburb

Hampstead Garden Suburb became a conservation area in 1968. An Article 4 Direction controls external alterations. The HGS Trust Scheme of Management has applied since January 1974. Boiler replacement with a new or relocated external flue can involve both controls. ALC does not install or relocate boilers.

New Build and All Electric Homes

Brent Cross Town is planned with around 6,700 homes linked to a communal heat network. A large scale all electric energy centre received approval in November 2025. Homes without landlord-provided gas appliances or flues do not need an annual CP12. This keeps the service scope clear for newer Barnet homes.

Barnet Gas Safety Certificate FAQs

A gas safety certificate costs £69 for up to four gas appliances plus the gas meter. One price covers four appliances. Five or more appliances are quoted by appliance count. Gas + EPC costs £148, with the digital CP12 issued within 24 hours.

Low headline prices can cover the gas meter only, with appliances charged separately. A rented property with a boiler needs the boiler checked. Our £69 price covers up to four landlord provided gas appliances plus the gas meter, with the digital CP12 issued within 24 hours.

For a licensed property, yes. Barnet’s HMO licence conditions require the licence holder to send a copy of the gas safety report to the council within one month of the annual inspection. The month starts from the inspection date, not the licence anniversary.

Not currently. Selective licensing has been approved in principle twice in Barnet and has not been implemented. A January 2026 business case proposed ten wards. Borough wide additional HMO licensing applies. Check the council for the current licensing position.

EN5 crosses the Greater London boundary, with part of the area in Hertsmere, Hertfordshire. Hertsmere has a different council and licensing regime. EN4 is split between Barnet, Enfield and Hertsmere. Check the property address against the council boundary lookup.

Yes, if the gas fire remains connected and is provided by the landlord. Disconnecting or capping an unused appliance is a decision to make with a Gas Safe registered engineer. Until this work is complete, the connected appliance forms part of the annual gas safety check.

We cover N3, N12 and N20, plus parts of N2, N11, N14, NW2, EN4 and EN5. Areas include Finchley, Whetstone, Totteridge, Chipping Barnet, New Barnet and East Barnet. EN4 and EN5 cross council boundaries, so the property’s council needs checking.

The engineer records the issue as Immediately Dangerous or At Risk. With permission, an unsafe appliance can be turned off. The gas safety record is still issued with the defect listed. Any remedial work is quoted separately.
