What Is a Gas Safety Certificate in Camden?
A Gas Safety Certificate (CP12), called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. In Camden, regular student lets and high household churn mean landlords need to provide the record to each new tenant before they move in.
Gas Safety Rules at a Glance
Every 12 months
a Gas Safe registered engineer completes the annual gas safety check under regulation 36 of GSIUR 1998.
Early renewal
a check within two months before the due date keeps the original expiry date.
Tenant copies
existing tenants receive a copy within 28 days. New tenants receive it before moving in.
Records
Keep each record until two further checks are complete, covering at least two years.
Is a Gas Safety Certificate a Legal Requirement in Camden?
Yes, for every Camden landlord who provides gas appliances. Regulation 36 of the Gas Safety Installation and Use Regulations 1998 requires an annual gas safety check by a Gas Safe registered engineer on landlord-provided appliances and flues. Camden's borough-wide additional HMO licensing has been in force since 8 December 2025, making the gas record both a legal duty and licence evidence for covered properties.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue a gas safety record. Check the engineer's registration on the Gas Safe Register before work starts. You can also check ALC's Gas Safe registration before booking the inspection.
Why Gas Safety Compliance Works Differently in Camden
Camden has 11 higher education institutions and 29,965 resident students, giving the borough the third largest student population in London. About 35% of households changed over a decade. This creates repeated tenancy changes, so landlords need to provide the gas safety record to new tenants before move-in. Five things make gas safety compliance in Camden different:
What Makes Camden Gas Compliance Different
1
Student population
Camden has 29,965 higher education students and 11 higher education institutions. Bloomsbury has 40% student residents.
2
New tenant handover
New tenants receive the gas safety record before moving in. This creates repeated handover duties across Camden's student rental market.
3
Borough-wide HMO licensing
Additional HMO licensing has been in force across Camden since 8 December 2025 and runs to 8 December 2030. It covers properties with three or more people forming two or more households, plus certain converted blocks.
4
Private renting
Private renting accounts for 35.6% of Camden households. Social renting accounts for 33.7%, with owner occupation at 29.7%.
5
Shared student kitchens
A converted HMO can have a gas hob in each shared kitchen besides the boiler. Every landlord provided gas appliances as part of the annual gas safety check.

How Gas Safety Checks Work for Camden Landlords
Timing the Check Around a Tenancy Change
The annual gas safety check follows regulation 36. Existing tenants receive a copy within 28 days of the check. A new tenant receives the current record before moving in. For a student let, a July check can cover a September move-in, but the landlord must give the record to the tenant before moving in. Regulation 36A allows the check up to two months before the due date without changing the original anniversary date.
Counting Appliances in a Shared House
A licensed HMO can have several landlord-provided appliances, including a gas hob in each shared kitchen. Count every appliance before booking so the appointment details are accurate. £69 covers up to four gas appliances plus the meter. The price stays at £69 for one, two, three, or four appliances.
Access in Multi Occupied and Managed Buildings
Camden has many flats, conversions, and shared houses. Access can involve a lead tenant, building manager, or letting agent. Confirm who holds the keys and who can provide access to communal areas before the appointment. This helps prevent a missed visit and the need for another appointment.

STEP 4
What's Checked on a Camden Gas Safety Check and What Isn't
A gas safety check covers landlord-provided gas appliances, their flues, appliance pressure, heat input, combustion readings, ventilation, and safety devices.
Covered by the gas safety check
NOT covered by the annual check
If the Engineer Finds a Defect
The engineer records the fault as immediately dangerous or at risk. With permission, the engineer disconnects an unsafe appliance. The gas safety record is still issued with the defect recorded. Any remedial work is quoted separately.
Pipework and Carbon Monoxide Alarms
Installation of pipework is not part of the annual gas safety check. It remains a maintenance duty. Offering gas safety inspections in Camden, ALC carries out a tightness test and visual examination as good practice. A carbon monoxide alarm is required in a room used as living accommodation with a fixed combustion appliance, except for a room with only a gas cooker. This rule applies from 1 October 2022 under SI 2022/707.
How Much Does a Gas Safety Certificate Cost in Camden?
A flat £69 covers the gas meter and up to four gas appliances, with a digital CP12 within 24 hours. The flat fee keeps the cost clear for properties with several appliances, with no extra charge for each appliance.

Gas Safety and HMO Licensing in Camden
Camden’s additional HMO licensing runs borough-wide from 8 December 2025 to 8 December 2030 for 3+ people in 2+ households. Mandatory licensing applies to 5+ people. No selective scheme operates. The fee is £1,531, with £1,297 on application and £234 before approval. Accredited landlords get £100 off. A valid annual gas record is required.
What the Law Requires
Under Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998, landlords must have a Gas Safe-registered engineer annually check the appliances and flues they provide. Keep the record until 2 further checks have taken place, and provide copies to existing tenants within 28 days and to new tenants before move-in.
The Handover Duty in a High-Turnover Borough
For an existing tenant, the gas safety record is provided within 28 days of the check. For a new tenant, it is provided before move-in. A landlord who re-lets 3 times in one year completes the handover 3 times using the same annual record. For occupancies under 28 days, the record is displayed at the property.
Carbon Monoxide Alarms
A carbon monoxide alarm is required in any room used as living accommodation containing a fixed combustion appliance, such as a gas boiler or gas fire. This requirement does not apply to a room containing only a gas cooker.
2026 Update Possession and the Landlord Register
Section 21 was abolished for private landlords on 1 May 2026 under the Renters’ Rights Act 2025. The national PRS Database opens for registrations on 15 December 2026. A CP12 is not required for a Section 21 notice because that possession route no longer exists.
Camden Property Types We Cover
Student Lets & Shared Houses
Camden has 11 higher education institutions and 29,965 resident students, with September and January move-in peaks. Converted Flats & Period Conversions
Camden’s Georgian and Victorian terrace conversions have varied layouts. Gas meters and boilers reside inside the flat. The gas safety record covers landlord-provided appliances within the property. Communal plant remains the building owner’s responsibility. A gas certificate for landlords checks covers the relevant appliances, meter and flues.
Flats Above Shops & Mixed-Use
Camden High Street, Kentish Town Road and Kilburn High Road feature dense mixed-use frontages. A domestic CP12 covers the residential let only. Gas equipment serving a shop or restaurant below falls under separate non-domestic requirements. A landlord CP12 certificate in Camden covers the residential appliances and flues.
Managed Blocks & Agent-Held Portfolios
Many Camden lets are handled by agents for property owners. The landlord holds the legal duty, with the agent arranging the annual gas safety check under contract. Access is arranged through the agent, and the record still reaches the tenant. A homeowner gas safety certificate Camden covers the relevant appliances and flues.
