What Is a Gas Safety Certificate in Enfield?

A Gas Safety Certificate (CP12), called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. In Enfield, the record also supports selective licensing requirements across 17 wards from 1 September 2026, with council letting schemes requiring evidence that the property has passed its gas safety check.

Gas Safety Rules at a Glance

Every 12 months

A Gas Safe-registered engineer performs an annual check under regulation 36 of the Gas Safety (Installation and Use) Regulations 1998.

Early renewal

A check in the two months before the due date keeps the original expiry date.

Tenant copies

Existing tenants receive a copy within 28 days. New tenants receive their copy before moving in.

Records

Each record stays on file until two further checks have taken place, covering at least two years.

Is a Gas Safety Certificate a Legal Requirement in Enfield?

Yes, for every Enfield landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires landlords to arrange the required gas safety check and retain the resulting record. Selective licensing came into force across 17 wards on 1 September 2026, and borough-wide additional HMO licensing already applies. For most private lets in Enfield, the gas record serves as both a legal duty and licence evidence.

Who Can Issue One and How to Check the Engineer

Only a Gas Safe registered engineer can issue a gas safety record. Before work starts, landlords can check the engineer’s registration on the Gas Safe Register to confirm their registration. Landlords can also check ALC’s engineer details before arranging an appointment.

Why Gas Safety Compliance Works Differently in Enfield

Enfield’s selective licensing scheme began on 1 September 2026 across 17 wards and runs to 31 August 2031. Its earlier licensing scheme was quashed by the High Court in 2014 over consultation issues. Five things make gas safety compliance in Enfield different:

What Makes Enfield Gas Compliance Different

1

Selective licensing covers 17 wards

The scheme covers 17 wards and applies to private homes let to one or two people or a single-family household. It runs from 1 September 2026 to 31 August 2031. Source: Enfield Council.

2

Enfield has a licensing history

Enfield’s first borough-wide licensing scheme was quashed by the High Court in 2014. The court found issues with the consultation process, so the planned 2015 scheme never began.

3

Council schemes require gas records

Enfield Council uses Housing Gateway, Enfield Let, Find Your Own Home and its Landlord Incentive Scheme to source private rented homes. These schemes require a valid gas safety record, and Enfield Let's require a certificate confirming the property has passed.

4

Private renting has grown

Private rented households rose from 22.2% in 2 011 to 29.3% in 2021, an increase of 7.1% points. London recorded a 4.9% point rise during the same period. Source: ONS Census 2021, E09000010.

5

Location affects licensing

Licensing coverage follows the borough’s geography. Designation One covers eastern wards and the Lee Valley. Cockfosters, Grange Park, Winchmore Hill and Bush Hill Park remain outside both designations.

Enfield Facts

How Gas Safety Checks Work for Enfield Landlords

Getting the Record Into a Licence Application

Enfield’s selective licensing scheme began on 1 September 2026. A CP12 landlord certificate Enfield forms part of the licence file alongside the EICR, but it does not grant the licence. A regulation 36A check within two months before the due date keeps the original expiry date and leaves the record current for the application.

Letting to Enfield Council

Enfield Council sources private homes through Housing Gateway, Enfield Let, Find Your Own Home and its Landlord Incentive Scheme. Enfield Let requires the certificate to state that the property has passed. A record with an unresolved defect does not meet this requirement. After remedial work, a fresh Gas compliance certificate is issued.

Working Out Which Ward You Are In

Enfield’s ward boundaries changed in 2022. Enfield Highway and Turkey Street no longer exist as ward names, with parts now within Brimsdown, Carterhatch and Whitewebbs. Licensing depends on the property’s ward rather than the postcode alone. Check the current council ward map before using an older licence or ward name.

Our Four Step Process

STEP 1

Book Online or Call

Enter your Enfield postcode and the number of gas appliances. The booking confirms the fixed price before the visit.

Engineer Visit

A Gas Safe registered engineer checks each landlord-provided appliance and flue. The engineer shows their Gas Safe ID on arrival.

STEP 2

Record completed

Each appliance, result and defect goes into the gas safety record. Immediately Dangerous or At Risk classifications are recorded where applicable.

STEP 3

Digital CP12 within 24 hour

The completed CP12 is emailed after the visit. It is ready for a licence application or for giving to the tenant.

STEP 4

What's Checked on an Enfield Gas Safety Check and What Isn't

A gas safety check covers the landlord’s gas appliances, their flues, ventilation, operating pressure, heat input, combustion readings and safety devices. Installation pipework is not part of the annual check, but it remains a separate maintenance duty.

Covered by the gas safety check

NOT covered by the annual check

Gas Gas appliances the landlord provides
Tenant's own gas appliances
Flues and chimneys serving those appliances
A Full boiler service
Appliance operating pressure and heat input
Repairs or replacement parts
Combustion performance and flue gas readings
Installation pipework
Ventilation to each appliance
Electrical safety covered by an EICR
Safety devices and flame supervision
Carbon monoxide alarm supply

If the Engineer Finds a Defect

The engineer classifies a fault as immediately dangerous or at risk and records the details on the gas safety record. With permission, an unsafe appliance can be disconnected. The record is issued with the defect included. Any remedial work is quoted separately, so the cost of repairs remains separate from the safety check.

Pipework and Carbon Monoxide Alarms

Installation of pipework is outside the annual check, but it remains a continuing maintenance duty. A tightness test and visual examination are recommended good practice, and ALC carries these out. A carbon monoxide alarm is required in living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.

How Much Does a Gas Safety Certificate Cost in Enfield?

A Gas Safety Certificate costs £69 and covers the gas meter plus up to four gas appliances. The price stays the same across that range, giving landlords a clear cost before booking. Gas, EPC, and wider compliance options are also available for landlords who need several certificates.

Gas Safety and Property Licensing in Enfield

Enfield’s selective licensing scheme covers 17 wards from 1 September 2026 to 31 August 2031. Some wards, including Cockfosters and Winchmore Hill, remain outside it. The former scheme used older names such as Enfield Highway and Turkey Street. Additional HMO licensing also covers smaller HMOs borough-wide.

What the Law Requires

Regulation 36 of the Gas Safety Installation and Use Regulations 1998 requires an annual check by a Gas Safe registered engineer on the gas appliances and flues the landlord provides, with the record kept until two further checks have been completed and copies given to existing tenants within 28 days and new tenants before they move in.

Your Licence File and the Gas Record

Enfield Council requires a valid annual gas safety record as part of its licensing requirements. Arrange the check so the record remains current when the application is made. A regulation 36A check within two months before the due date keeps the original expiry date, helping avoid renewal during the application process. The gas record supports the application but does not grant the licence.

Carbon Monoxide Alarms

Under the Smoke and Carbon Monoxide Alarm Regulations 2015, as amended in 2022, a carbon monoxide alarm is required in living accommodation containing a fixed combustion appliance, such as a gas boiler or gas fire. The rule excludes a room containing only a gas cooker.

2026 Update Possession and the Landlord Register

Section 21 ended for private landlords on 1 May 2026 under the Renters’ Rights Act 2025. The national PRS Database opens for registration on 15 December 2026.

Enfield Property Types We Cover

HMOs and Shared Houses

Enfield’s additional HMO licensing scheme, approved in March 2025, operates alongside the national scheme. A gas safety inspection for your home in Enfield covers each landlord-provided appliance and flue across rooms and shared kitchens. One record can cover the property, with every appliance listed separately. A valid annual record is required for licensing.

Letting to the Council

Housing Gateway and Enfield Let, Find Your Own Home, and the Landlord Incentive Scheme each have their own requirements. Enfield Let requires the gas certificate to confirm the property has passed. An annual gas safety certificate in Enfield supports the landlord’s Regulation 36 duty for a direct let. The council holds that duty for properties it leases and sublets.

Older Houses and Retrofitted Heating

Many Enfield rental homes are houses rather than flats. A gas appliance check Enfield service covers boilers, gas hobs, and gas fires, with each appliance and flue checked. Access to the appliances also affects the visit. The gas safety check covers up to four appliances within the £69 price.

Flats Above Shops and Mixed Use

Along Enfield Town, Palmers Green, Edmonton Green, and Southgate, some homes sit above commercial premises. The domestic CP12 relates to the residential rental property. Gas equipment serving a shop, restaurant, or other commercial unit below falls outside that domestic record and has separate requirements.

Gas Safety Records for Enfield Selective Licence Applications

Enfield’s 2026 selective licensing scheme covers 17 wards. Keep the gas safety record current for your licence application and renewal.

Gas Safety for Landlords Letting to Enfield Council

Enfield Council has three private letting schemes, each with its own gas safety requirements.

Gas Safety for Supported Living Providers in Enfield

Supported living providers need clear arrangements for gas safety checks, access and record keeping.

Enfield Gas Safety Certificate FAQs

Selective licensing covers 17 wards from 1 September 2026 to 31 August 2031. Cockfosters, Grange Park, Winchmore Hill and Bush Hill Park are outside both designations. The licence requirement depends on the ward where the property is located, not the postcode.

Yes, where the property has gas. A valid annual gas safety record is required for the council licence application. The record supports the application but does not grant the licence.

  • The statutory gas safety record is the starting point.
  • Enfield Let requires the certificate to confirm that the property has passed.
  • A record showing an unresolved defect does not meet this scheme requirement.
  • Complete the remedial work and arrange a fresh gas safety check and record.

The price is £69 for up to four gas appliances plus the gas meter. This is one price for the full check, not a separate charge per appliance. Five or more appliances are quoted by appliance count. Gas and EPC together cost £148.

  • Enfield’s ward boundaries changed in 2022.
  • Enfield Highway and Turkey Street no longer exist as ward names.
  • Parts of these former wards now fall within Brimsdown, Carterhatch and Whitewebbs.
  • Check the council’s current ward map for the correct ward.

Coverage includes EN1, EN2, EN3, N9, N13 and N21, plus parts of EN4, N11, N14, N18 and N22. Areas include Enfield Town, Edmonton, Ponders End, Palmers Green, Southgate and Winchmore Hill. EN7 and EN8 are Hertfordshire postcodes, not Enfield.

  • The gas safety record is issued after every check.
  • Any defect is recorded as Immediately Dangerous or At Risk.
  • With your permission, an unsafe appliance can be turned off.
  • A defect does not stop the gas safety record from being issued.
