What Is a Gas Safety Certificate in Haringey?

A Gas Safety Certificate (CP12), called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. In Haringey, that record is also licensing evidence across the east of the borough, where selective licensing has covered 14 wards since 17 November 2022 and runs to 16 November 2027.

Gas Safety Rules at a Glance

Every 12 months

A Gas Safe-registered engineer performs an annual check under regulation 36 of the Gas Safety (Installation and Use) Regulations 1998.

Early renewal

A check within the two months before the due date keeps the original expiry date.

Tenant copies

Existing tenants receive the record within 28 days. New tenants receive it before moving in.

Records

Keep each record until two further checks have taken place, for at least two years.

Is a Gas Safety Certificate a Legal Requirement in Haringey?

Yes, for every Haringey landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires landlords to arrange an annual gas safety check and provide the required record to tenants. Selective licensing covers 14 wards and borough-wide additional HMO licensing applies, so for most private lets here the gas record is both a legal duty and licence evidence.

Who Can Issue One and How to Check the Engineer

Only a Gas Safe registered engineer can issue the record. Before work starts, check the engineer's registration on the Gas Safe Register and confirm that their registration covers the gas work required. You can also check ALC's registration details before booking your gas safety certificate in Haringey.

Why Gas Safety Compliance Works Differently in Haringey

35.6% of Haringey households rent privately, above the London average of 30.0%. Since 17 November 2022, 14 eastern wards have had selective licensing, with the scheme ending on 16 November 2027. Borough-wide additional HMO licensing has applied since 17 June 2024. Five things make gas safety compliance in Haringey different:

What Makes Haringey Gas Compliance Different

1

Selective licensing covers 14 eastern wards

Selective licensing covers Bounds Green, Bruce Castle, Harringay, Hermitage & Gardens, Noel Park, Northumberland Park, Seven Sisters, South Tottenham, St Ann's, Tottenham Central, Tottenham Hale, West Green, White Hart Lane and Woodside. The scheme runs from 17 November 2022 to 16 November 2027. The standard fee is £705.84, paid in two parts.

2

The 2027 licensing date matters

The selective licensing designation reaches its five year limit on 16 November 2027. A new designation needs a fresh decision before another scheme begins. Landlords with licences from 2022 need to track the next licensing position alongside their gas safety records.

3

Private renting is above the London average

Census 2021 records 35.6% of Haringey households as privately rented, compared with 30.0% across London and 20.5% across England. Private renting increased from 31.5% in 2011. Social renting accounts for 25.2% of households.

4

Additional HMO licensing covers all 21 wards

Haringey's additional HMO licensing scheme covers all 21 wards from 17 June 2024 to 16 June 2029. A property outside the 14 selective licensing wards can still need an additional HMO licence.

5

Haringey Council manages its housing stock

Homes for Haringey was brought back into Haringey Council on 1 June 2022. The council is responsible for about 20,000 homes, covering tenant and leasehold properties.

Haringey Gas Safety Facts

How Gas Safety Checks Work for Haringey Landlords

Getting the Record Into a Licence File

Most private lets in eastern Haringey fall within the selective licensing area. The CP12 comes as a PDF for a licence application or renewal with the EICR. A gas safety certificate is required each year. Regulation 36A allows the annual check during the two months before the due date. The CP12 supports the licence file. It does not grant the licence.

What Happens When a Licence Scheme Ends

Haringey's selective licensing scheme reaches its five-year limit on 16 November 2027. The scheme cannot continue automatically. The council needs a new decision, normally with consultation, before a new designation. Existing licences run to the expiry date shown on each licence. Keep the annual gas safety record current because the Regulation 36 duty applies separately from licensing.

Access in Terraced Streets and Converted Flats

Haringey has many terraced streets and converted flats, with boilers and meters in different parts of a property. Before booking, confirm who holds the keys and if access to other areas is needed. This gives the engineer access to every landlord-provided appliance and flue during the visit. Missing access can mean another appointment.

What's Checked on a Haringey Gas Safety Check and What Isn't

The annual check covers landlord-provided gas appliances, their flues, combustion performance, safety devices, and ventilation. Installation pipework has a separate maintenance duty and sits outside the annual CP12 check.

Covered by the gas safety check

NOT covered by the annual check

Gas Gas appliances the landlord provides
Tenant's own gas appliances
Flues and chimneys serving those appliances
A Full boiler service
Appliance operating pressure and heat input
Repairs or replacement parts
Combustion performance and flue gas readings
Installation pipework
Ventilation to each appliance
Electrical safety covered by an EICR
Safety devices and flame supervision
Carbon monoxide alarm supply

If the Engineer Finds a Defect

The engineer classifies a fault as immediately dangerous or at risk and records the finding on the CP12. With permission, an unsafe appliance is disconnected. The gas safety record is issued with the defect listed. Remedial work is quoted separately from the CP12 inspection.

Pipework and Carbon Monoxide Alarms

Installation pipework sits outside the annual check but has a continuing maintenance duty. A tightness test and visual examination are recommended good practice, and ALC carries these out. A CO alarm is required in living accommodation containing a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.

Gas Safety and Property Licensing in Haringey

Haringey has selective licensing across 14 wards from 17 November 2022 to 16 November 2027. Additional HMO licensing covers all 21 wards from 17 June 2024 to 16 June 2029. Mandatory HMO licensing also applies across the borough. A gas safety record supports a licence file and never grants a licence.

What the Law Requires

Regulation 36 of the Gas Safety Installation and Use Regulations 1998 requires an annual check by a Gas Safe registered engineer on the gas appliances and flues provided by the landlord. Keep each record until two further checks are complete. Give existing tenants a copy within 28 days and new tenants a copy before they move in.

What the Record Actually Says

Under regulation 36(3)(c), the engineer produces a record for every check, including safety defects and remedial action. Current classifications include immediately dangerous and at risk. Both carry a Danger Do Not Use label. The record stays as one document in the licence file and does not grant the property licence.

Carbon Monoxide Alarms

Under the Smoke and Carbon Monoxide Alarm England Regulations 2015, amended in 2022, a carbon monoxide alarm is required in a room used as living accommodation with a fixed combustion appliance, such as a gas boiler or gas fire. Rooms with only a gas cooker do not fall under this requirement.

2026 Update: Possession and the Landlord Register

Section 21 was abolished for private landlords on 1 May 2026 under the Renters' Rights Act 2025. The national PRS Database opens for registrations on 15 December 2026.
