CP12 for landlords in Hounslow is required every year under regulation 36 of GSIUR 1998. Does Your Hounslow Let Need a Licence? (No Selective Scheme)
Hounslow has no selective licensing scheme. Single-household lets need no property licence under its HMO schemes. Annual gas safety checks and tenant records remain mandatory.
No Selective Licensing: Single-Household Lets Need No Licence
Hounslow Council operates “two types of licensing schemes”: mandatory and additional HMO licensing. A family, couple or single tenant living as one household needs no property licence under these schemes. Landlords still need an annual gas safety check and a copy of the record for tenants.
Shared Houses: Additional Licensing Scheme (4), 11 December 2025 to 10 December 2030
The London Borough of Hounslow Additional Licensing of Houses in Multiple Occupation Scheme (4) 2025 covers HMOs with three or more people in two or more households and qualifying section 257 converted buildings. Designated on 11 September 2025, it runs borough-wide from 11 December 2025 to 10 December 2030, replacing the scheme that expired on 31 July 2025.
Five or More Sharers: Mandatory HMO Licensing
Five or more people in two or more households require mandatory HMO licensing. Each licence requires annual gas safety records. Hounslow’s application requests a gas safety record certificate from a Gas Safe registered engineer.

What's Checked on a Hounslow Gas Safety Check and What Isn't
A Hounslow gas safety check covers the gas appliances, fittings, and flues provided by the landlord, with installation pipework treated as a separate maintenance duty.
Covered by the gas safety check
NOT covered by the annual check
The engineer classifies each fault as immediately dangerous or at risk and records it in the report issued after the check, with remedial work quoted separately.
Installation pipework remains a continuing maintenance duty and falls outside the annual gas safety check. A carbon monoxide alarm is required in each room used as living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707.

Hounslow Gas Safety Laws, Records and Landlord Responsibilities
What the law requires
Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires landlords to arrange an annual gas safety check by a Gas Safe registered engineer for the appliances, fittings and flues they provide. Landlords must give existing tenants a copy of the record within 28 days of the check and new tenants a copy before they move in.
A record after every check
Under Regulation 36(3)(c), the gas safety record lists any defects found and remedial action taken. Faults are classified as immediately dangerous or at risk.
Carbon monoxide alarms
Hounslow HMO rules require a carbon monoxide alarm in each room used as living accommodation with a fixed combustion appliance, except a gas cooker.
Penalties and enforcement
Breaches under Section 33 of the Health and Safety at Work etc. Act 1974 carry an unlimited fine and imprisonment. For offences committed from 1 May 2026, civil penalties reach £40,000, and rent repayment orders cover up to 24 months of rent.
Who needs a gas safety check?
Owner-occupiers have no legal duty to arrange landlord gas safety checks, and a gas safety record is not required for home sales. Leaseholders renting out their flats need gas safe testing Hounslow to meet their landlord responsibilities.
2026 legal update
Section 21 ended for private landlords on 1 May 2026, and the Private Rented Sector Database opens in stages from 15 December 2026, with London landlords required to register by 14 October 2027.
