What Is a Gas Safety Certificate in Islington?
A Gas Safety Certificate (CP12), also called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. In Islington, seven more wards join selective licensing on 23 November 2026, taking the scheme to 10 of Islington's 17 wards.

Is a Gas Safety Certificate a Legal Requirement in Islington?
Yes, for every Islington landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires an annual gas safety check and record. Selective licensing expands to seven more wards on 23 November 2026. Borough-wide additional HMO licensing already applies, making the gas record both a legal duty and licence evidence for most private lets.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue the record. Check the engineer's registration on the Gas Safe Register before work starts. You can also check ALC's registration details before booking.
Why Gas Safety Compliance Works Differently in Islington
Islington has a large social rented sector. 40.2% of households rent socially, and the council carries out around 20,000 gas safety checks each year. Private landlords also face wider licensing from 23 November 2026, covering 10 of the borough's 17 wards. Five things make gas safety compliance in Islington different:
What Makes Islington Gas Compliance Different
1
Selective licensing
Seven new wards join on 23 November 2026. Barnsbury, Caledonian, Highbury, Junction, Laycock, Mildmay and Tufnell Park join Finsbury Park, Hillrise and Tollington.
2
Converted blocks
Additional HMO licensing covers qualifying section 257 converted blocks. The scheme runs from 1 February 2026 to 31 January 2031.
3
Social renting
40.2% of Islington households rent socially. Private renting accounts for 31.2%.
4
Dense housing
Islington has around 14,578 residents per square kilometre, making it England's second most densely populated local authority.
5
Existing licensing
Islington reported 567 mandatory HMO licences, 3,247 additional HMO licences and 1,719 selective licences in April 2024.
Islington Gas Safety Facts
- Selective licensing covers 10 of 17 wards from 23 November 2026.
- Social renting accounts for 40.2% of households.
- Additional HMO licensing runs from 1 February 2026 to 31 January 2031.
How Gas Safety Checks Work for Islington Landlords
Timing the Check Around a Licence Application
Applications for the seven new wards opened on 7 September 2026. The scheme starts on 23 November 2026. The CP12 PDF goes into the application. Regulation 36A allows a check within two months before the due date, keeping the original anniversary date. The gas record supports the application but does not grant the licence.
Working Out if Your Block Is a Section 257 HMO
A section 257 HMO covers converted buildings with self-contained flats that do not meet the 1991 Building Regulations standard. All flats need tenants under one ownership. Self-contained flats can hide the HMO status. Qualifying buildings need an additional licence and an annual gas safety record.
Access in Dense Terraces and Managed Blocks
Islington is England's second most densely populated local authority. Access goes through a managing agent or lead tenant. Confirm who holds the keys and who gives access to communal areas before booking. A failed visit means another appointment.

STEP 3
Digital CP12 within 24 hour
The CP12 arrives by email, ready for a licence application or tenant records.
STEP 4
What's Checked on an Islington Gas Safety Check and What Isn't
A Gas Safe registered engineer checks landlord-provided gas appliances, their flues, combustion, ventilation, and safety controls. Installation pipework is outside the annual check and has its own maintenance duty.
Covered by the gas safety check
NOT covered by the annual check
If the Engineer Finds a Defect
The engineer classifies a fault as immediately dangerous or at risk and records it on the CP12. With the landlord's permission, the engineer can disconnect an unsafe appliance. The gas safety record is still issued, with the defect clearly listed. Any remedial work is quoted separately.
Pipework and Carbon Monoxide Alarms
Installation pipework is outside the annual check but remains a continuing maintenance duty. A tightness test and visual examination are recommended good practice, and ALC carries these out. A CO alarm is required in living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.
How Much Does a Gas Safety Certificate Cost in Islington?
Our flat price is £69 for the gas meter and up to four gas appliances. The price stays the same for one, two, three, or four appliances. Larger properties with more appliances receive a quote based on the appliance count.

Gas Safety and Property Licensing in Islington
Islington has three property licensing schemes. Selective licensing expands to Barnsbury, Caledonian, Highbury, Junction, Laycock, Mildmay and Tufnell Park on 23 November 2026. Applications opened on 7 September 2026. Existing selective licensing covers Finsbury Park, Hillrise and Tollington, bringing coverage to 10 of 17 wards.
What the Law Requires
Regulation 36 of GSIUR 1998 requires an annual gas safety check by a Gas Safe registered engineer on the appliances and flues the landlord provides. The record stays until two further checks are completed, with copies given to existing tenants within 28 days and new tenants before move-in.
What the Record Actually Says
A CP12 records every check, including safety defects and remedial action. It is not limited to a successful inspection. Current defect classifications include Immediately Dangerous and At Risk, both carrying a Danger Do Not Use label.
Carbon Monoxide Alarms
A carbon monoxide alarm is required in living accommodation with a fixed combustion appliance, such as a gas boiler or gas fire. Rooms with only a gas cooker are excluded. Rooms containing only a gas cooker are excluded from this requirement.
2026 Update: Possession and the Landlord Register
Section 21 ended for private landlords on 1 May 2026 under the Renters' Rights Act 2025. PRS Database registration opens on 15 December 2026, with London registration scheduled for 15 July 2027.
Islington Property Types We Cover
Converted Blocks and Section 257
A landlord gas safety certificate Islington forms part of the property file for a qualifying Section 257 building. This covers converted self-contained flats that do not meet the 1991 standard, with all flats tenanted under one ownership. An additional licence applies.
HMOs and Shared Houses
Islington's additional HMO scheme has covered three to four unrelated sharers since 1 February 2026. Gas safety certificates in Islington cover each landlord-provided appliance and flue, including shared kitchens. One record can cover the property, with every appliance listed separately.
Mixed Tenure: Who Arranges the Check
Islington has 40.2% social renting, 31.2% private renting, and 26.7% owner occupation. For council tenants, the council arranges and pays for the annual gas safety check. Housing associations arrange checks for their tenants. Private landlords arrange checks for private tenants. Around 20,000 council checks take place each year.
Flats Above Shops and Mixed Use
Upper Street, Holloway Road, Essex Road and Caledonian Road have homes above commercial premises. An annual gas safety check Islington landlords arrange covers the residential let. Gas equipment serving a shop or restaurant below falls outside the domestic CP12 and follows separate non-domestic requirements.
CP12 Gas Safety Checks
CP12 gas safety checks Islington landlords arrange to cover the gas appliances and flues they provide. Each appliance receives its own entry on the record. This includes appliances in shared kitchens and other areas forming part of the rented property. The completed CP12 provides the annual gas safety record for landlord and tenant records.
