What Is a Gas Safety Certificate in Kensington and Chelsea?
A Gas Safety Certificate (CP12), legally called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances, fittings and flues a landlord provides. In Kensington and Chelsea, national law sets this duty. The Royal Borough adds a gas condition for licensed HMOs. Our Gas Safety Certificate Kensington and Chelsea service costs £69 for up to four gas appliances plus the meter.
Gas Safety Rules at a Glance
Annual checks
A Gas Safe registered engineer checks the gas appliances, fittings and flues every 12 months under regulation 36 of the Gas Safety (Installation and Use) Regulations 1998.
Early renewal
A check in the two months before the due date keeps the original expiry date.
Tenant copies
Existing tenants receive a copy within 28 days of the check. New tenants receive a copy before moving in.
Record keeping
Keep each record until two further checks are complete, covering at least two years.
Is a Gas Safety Certificate a Legal Requirement in Kensington and Chelsea?
Yes, every landlord in Kensington and Chelsea who provides gas appliances has this legal duty. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 sets the requirement. This is national law, not a borough rule. RBKC adds a gas licence condition for HMOs covered by its licensing scheme.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue a landlord gas safety record. Check the engineer's details on the official Gas Safe Register before work begins. You can also verify our engineers before booking. ALC offers services offering gas safety certificates in Kensington and Chelsea for local landlords.
Who Sets the Gas Safety Rule in Kensington and Chelsea?
National law under the Gas Safety (Installation and Use) Regulations 1998 sets the annual gas safety duty for landlords across Kensington and Chelsea. RBKC adds a separate gas safety condition for HMOs covered by its additional licensing scheme.
Every Let. The National Duty
Regulation 36 requires landlords to arrange annual gas safety checks, keep each record, and provide tenants with a copy. A Gas Safe registered engineer carries out the check. A single household needs no RBKC licence, but national gas safety duties still apply.
Shared Lets. RBKC's Additional HMO Licence and Its Gas Condition
RBKC’s additional HMO licensing scheme has applied since 1 June 2023 to three or more people from two or more households sharing facilities. Licensed HMOs need an annual gas safety certificate, a copy for the council within 14 days of request, and a copy for occupiers at the start of occupancy. Certain purpose-built blocks with five or more sharers also fall under additional licensing.

As a reputable company offering gas safety checks in the Royal Borough of Kensington and Chelsea, we help landlords meet their annual gas safety duties. RBKC licence conditions place legal responsibility on the licence holder, even when an agent manages the property. What's Checked on a Kensington and Chelsea Gas Safety Check, and What Isn't
A landlord gas safety check covers the gas appliances, fittings, and flues provided by the landlord, including the gas meter in ALC’s £69 check. Tenant-owned appliances and installation pipework fall outside the annual check.
Covered by the gas safety check
NOT covered by the annual check
The engineer records defects as immediately dangerous or at risk, issues a record after every check, and quotes separately for remedial work.
Installation pipework requires ongoing maintenance outside the annual check. Carbon monoxide alarms are required in living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707.

Gas Safety Rules for Landlords in Kensington and Chelsea
What the law requires
Under Regulation 36 of the Gas Safety Regulations 1998, landlords need annual checks of their appliances, fittings, and flues by a Gas Safe registered engineer. A gas safety certificate in Kensington records the findings. Existing tenants receive a copy within 28 days, and new tenants receive one before moving in.
Gas safety records and HMO licensing
Every check produces a record listing identified defects and any remedial action taken. Faults are classified as immediately dangerous or at risk. The gas safety record forms part of the property’s compliance file and does not grant an HMO licence. A CP12 certificate Chelsea records the inspection findings for landlords and tenants.
2026 legal update
Section 21 ended for private landlords on 1 May 2026. A CP12 gas safety certificate Chelsea helps landlords maintain records of their gas safety checks. The national PRS Database opens in stages from 15 December 2026, with London landlords required to register by 14 October 2027.
Shared Flats in Purpose-Built Blocks: Which RBKC Licence?
- Five or more sharers in a house: A mandatory HMO licence is required.
- Three or more people from two or more households: RBKC’s additional licensing scheme applies, including purpose-built flats with five or more sharers in blocks containing more than two self-contained flats. This is additional, not mandatory, licensing.
- Section 257 converted blocks: These properties are excluded from RBKC’s licensing scheme and do not require an RBKC licence.
The gas safety check covers the appliances, fittings and flues the landlord provides in the flat, regardless of the licence category.
