What Is a Gas Safety Certificate in Greenwich?
A Gas Safety Certificate (CP12), also called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after the annual safety check of the gas appliances and flues a landlord provides. In Greenwich, the borough-wide additional HMO scheme has applied since 1 January 2024. Licence conditions require a certificate obtained within the last 12 months and a copy within 14 days if the council asks.
Gas Safety Rules at a Glance
Every 12 months
A Gas Safe registered engineer completes the annual check under regulation 36.
Early renewal
A check in the two months before the due date keeps the original expiry date.
Tenant copies
Existing tenants receive a copy within 28 days. New tenants receive one before moving in.
Records
Keep each record until two further checks have been completed, with at least two years of records retained.
Is a Gas Safety Certificate a Legal Requirement in Greenwich?
Yes, for every Greenwich landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires an annual gas safety check of appliances and flues provided for tenants. Royal Greenwich has additional HMO licensing across the borough, plus selective licensing in parts of Woolwich and Plumstead. Licence rules require an annual gas safety record and a copy within 14 days if requested.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue the record. Check the engineer's registration on the Gas Safe Register before work starts. You can also check ALC's registration details before booking your certificate.
Why Gas Safety Compliance Works Differently in Greenwich
Greenwich has borough-wide HMO licensing since 1 January 2024. Selective licensing covers five Woolwich and Plumstead wards, with a 2026 proposal to expand to 18. The borough has new riverside flats and period homes, so property type and location affect gas safety checks. Five things make gas safety compliance in Greenwich different:
What Makes Greenwich Gas Compliance Different
1
Borough-wide HMO licensing
Additional HMO licensing covers smaller HMOs with three or more residents from separate households across Greenwich. Selective licensing covers five Woolwich and Plumstead wards. Landlords need to identify the licence scheme linked to their property.
2
Two gas duties in licence conditions
Condition 4.3 requires an annual gas safety certificate obtained within the previous 12 months. Condition 4.4 requires the latest certificate within 14 days when requested by the council. Both duties form part of Greenwich licence conditions.
3
Proposed licensing expansion
A 2026 consultation proposes selective licensing across 18 wards instead of five. The consultation runs from 21 July to 12 October 2026. Council figures identify around 5,360 privately rented homes with at least one serious hazard. This remains a proposal.
4
Strong enforcement activity
Greenwich records £1,083,500 in cumulative fines against unlicensed HMO landlords. One 12-month period includes 70 civil penalty notices totalling more than £167,000. These figures relate to enforcement against property licensing breaches.
5
Different property stock
Woolwich and Plumstead have dense rental areas and newer Crossrail-linked housing. Greenwich town centre, Blackheath, and riverside conservation areas contain period properties. Older buildings can restrict flue routes and external access, adding property-specific considerations to gas safety checks.
Greenwich Housing Facts
- Additional HMO licensing: borough-wide since 1 January 2024
- Private renting: 25.5% of households
- Social renting: 31.0% of households
- HMO licensing fines: £1,083,500
How Gas Safety Checks Work for Greenwich Landlords
Two Duties, Not One: Annual Production and the 14-Day Demand
Greenwich HMO licence conditions set two gas duties. Condition 4.3 requires an annual gas safety certificate obtained within the last 12 months. Condition 4.4 requires the latest certificate within 14 days of a council demand. Keep the certificate current and easy to retrieve so the record is ready when requested.
Woolwich and Plumstead: the Borough's Rental Corridor
The SE18 corridor has a high rental concentration and strong Crossrail-era growth. It is the only Greenwich area inside the current selective licensing designation. This means more licensed properties and evidence checks. A 2026 consultation proposes expansion from 5 to 18 wards. The expansion remains a proposal.
Period and Conservation-Area Property
Greenwich town centre, Blackheath, and riverside conservation areas contain many period properties. These homes can have restrictions on flue routes, external terminals, and access. Before the visit, confirm the appliance position, flue route and access points. This helps the engineer complete the gas safety check without avoidable access issues.

What's Checked on a Greenwich Gas Safety Check and What Isn't
A Greenwich gas safety check covers landlord-provided gas appliances, their flues, ventilation, safety controls, operating pressure, heat input and combustion readings. Installation pipework has a separate maintenance duty and does not form part of the annual check.
Covered by the gas safety check
NOT covered by the annual check
If the Engineer Finds a Defect
The engineer classifies a fault as Immediately Dangerous ID or At Risk AR and records it on the certificate. With permission, the engineer can disconnect an unsafe appliance. The certificate remains issued with the defect recorded. Repairs, replacement parts and other remedial work receive a separate quotation.
Pipework and Carbon Monoxide Alarms
Installation pipework has a separate maintenance duty. A tightness test and visual examination form recommended good practice, and ALC carries out this check. A carbon monoxide alarm is required in a room used as living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.

Gas Safety and Property Licensing in Royal Greenwich
Royal Greenwich has borough-wide additional HMO licensing from 1 January 2024 to 31 December 2028. Selective licensing covers five Woolwich and Plumstead wards from 1 October 2022 to 30 September 2027. A 2026 consultation proposes expansion from 5 to 18 wards. Mandatory HMO licensing applies to properties with five or more people from two or more households.
What the Law Requires
Regulation 36 requires an annual gas safety check by a Gas Safe registered engineer on landlord-provided appliances and flues. Keep the record until two further checks are complete. Give existing tenants a copy within 28 days and new tenants a copy before they move in. The gas record is one document in the licence file. It does not grant a property licence.
The 14 Day Demand
Greenwich licence condition 4.3 requires annual production of a gas safety certificate obtained within the last 12 months. Condition 4.4 requires a copy of the latest certificate within 14 days on demand. Keep the certificate current and easy to find. A record buried in an old inbox can delay a response to the council.
2026 Update: Section 21 and the Landlord Register
Section 21 ends from 1 May 2026 under the Renters’ Rights Act 2025, leaving Section 8 as the possession route. The national PRS Database opens for registrations on 15 December 2026.

Greenwich Property Types We Cover
HMOs and Shared Houses
Greenwich has borough-wide additional HMO licensing for smaller HMOs with 3 or more residents from separate households sharing amenities. List every landlord-provided appliance across units and shared kitchens. Conditions 4.3 and 4.4 cover annual certification and the 14-day demand. Choose a Landlord gas safety certificate greenwich for the required record.
Period and Conservation Area Property
Greenwich town centre, Blackheath and riverside conservation areas include period rental homes. Flue routes, external terminals, and access arrangements need checks before the visit. Historic building layouts can affect appliance access. Our gas safety certificate services in Greenwich cover these points before the engineer arrives.
Woolwich and Plumstead Flats and Houses
The SE18 rental corridor has the borough's densest rental concentration and remains the only area under the current selective designation. Share appliance details at booking so your gas safety certificate report in Greenwich matches the property. Converted and purpose-built flats have different appliance layouts and counts.
Flats Above Shops and Mixed Use
Woolwich, Eltham High Street, and local parades include flats above shops and mixed-use buildings. A domestic CP12 covers the residential let only. Gas equipment serving a shop or restaurant below is separate from the domestic check. Confirm which appliances serve the home before a domestic gas safety inspection near Greenwich.
What Royal Greenwich Requires of Your Gas Record
Greenwich licence conditions set two gas record duties, covering annual certification and a 14-day council request.
- Condition 4.3 requires a gas safety certificate each year, with the certificate obtained within the last 12 months.
- Condition 4.4 requires the latest gas safety certificate within 14 days after a council request.
- Arrange the annual check so the gas record stays current at the required annual point.
- Keep the latest PDF in a clear and easy to reach place for a quick response.
- The Housing Act 2004 provides the legal basis for HMO licensing.
- The gas record forms part of the licence file and does not grant the property licence.
