What Is a Gas Safety Certificate in Hackney?
A Gas Safety Certificate (CP12) is a landlord gas safety record issued by a Gas Safe registered engineer. It confirms the annual safety check of the gas appliances and flues a landlord provides. In Hackney, many rental properties are flats, so the number of appliances and gas meter location matter when arranging a CP12 check.
Gas Safety Rules at a Glance
Every 12 months
A Gas Safe registered engineer checks the gas appliances every year under regulation 36 of the 1998 gas safety rules.
Early renewal
A check in the two months before the due date keeps the original expiry date.
Tenant copies
Existing tenants receive the record within 28 days. New tenants receive it before moving in.
Records
Keep each record until two further checks are complete, with at least two years covered by the retained records.
Is a Gas Safety Certificate a Legal Requirement in Hackney?
Yes, every Hackney landlord who provides gas appliances needs an annual gas safety check. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 sets the annual check requirement for rental properties. Hackney has many converted and purpose-built flats. The duty covers the appliances and flues inside the let, with the gas meter frequently located in a shared cupboard outside the property.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue the record. Check the engineer's registration on the Gas Safe Register before work starts. ALC's registration details are also available for clients to check before booking the service.
Why Gas Safety Compliance Works Differently in Hackney
Hackney has a high number of flats and rental homes, with many converted Victorian properties. Gas meters, appliance numbers and property access can differ from one building to another. Mixed-use buildings and newer homes with different heating systems also affect the checks needed. Five things make gas safety compliance in Hackney different:
What Makes Hackney Gas Compliance Different
1
Flats
Flat shares range from 68.6% to 95.7% by postcode, compared with 54.0% across London and 21.7% across England and Wales.
2
Rented homes
40.5% of Hackney households rent socially and 32.2% rent privately.
3
Communal meters
Converted Victorian houses have gas meters in communal cupboards, halls, or basement risers. Appliance numbers can also differ between flats.
4
Mixed-use buildings
A council enforcement case involved 13 flats above the Yucatan Pub at 121 Stoke Newington Road. Wood Green Crown Court ordered £284,675.90 in payments on 12 June 2023.
5
Different heating systems
Woodberry Down includes district heating and air-source heat pumps. The need for a gas check depends on the equipment in the individual unit, not the postcode.
Hackney Housing and Licensing Facts
- 40.5% social rent and 32.2% private rent
- 68.6% to 95.7% flat share across Hackney postcodes, compared with 54.0% across London.
- 17 of 21 wards have selective licensing from 1 May 2026.
Practical Checks for Hackney Landlords
- Flat share in Hackney postcodes ranges from 68.6% to 95.7%, compared with 54.0% across London.
- In a converted Victorian house, the gas meter can be in a communal cupboard rather than inside the flat. Confirm its location before the visit.
- A flat above a restaurant needs its own domestic gas safety record. Catering gas below is a separate non-domestic matter.
How Gas Safety Checks Work for Hackney Landlords
Converted Flats, Communal Meters and Who Lets the Engineer In
In many converted Victorian houses and purpose-built blocks, the gas meter is in a communal cupboard, hall or basement riser. Check its location before the visit and share the managing agent's contact details when booking. If the cupboard is locked on the day, the engineer cannot reach the meter or complete that part of the check.
Counting Appliances Before You Book
Before booking, count every gas appliance you provide for the property. A gas safety inspection in Hackney covers the boiler, hob, fire, and water heater. The £69 price covers up to four appliances plus the meter. Each appliance appears separately on the CP12, so an extra appliance found during the visit changes the quote.
Flats Above Shops, Bars and Restaurants
Homes above shops, bars and restaurants are common around Kingsland Road, Mare Street, Shoreditch, and Dalston. Landlord gas safety certificates in Hackney cover the gas appliances serving the home. Catering equipment in the commercial unit has separate requirements and its own record. Keep the two records separate in your invoices and licence file.

What's Checked on a Hackney Gas Safety Check and What Isn't
A gas safety check covers the landlord's gas appliances, their flues, appliance operation, combustion, ventilation and safety devices. Installation pipework has a separate maintenance duty and does not form part of the annual appliance check.
Covered by the gas safety check
NOT covered by the annual check
If the Engineer Finds a Defect
The engineer records any fault as Immediately Dangerous (ID) or At Risk (AR). With permission, an unsafe appliance can be disconnected. The CP12 is issued with the defect recorded. Any repair or remedial work has a separate quote.
Pipework and Carbon Monoxide Alarms
Installation pipework has a separate maintenance duty. As part of the check, ALC carries out a tightness test and visual examination, both of which are advised as part of a proper gas safety check. A CO alarm is required in living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.

Gas Safety and Property Licensing in Hackney
Hackney has selective licensing across 17 of its 21 wards from 1 May 2026 to 30 April 2031. Additional HMO licensing covers the whole borough during the same period. Mandatory HMO licensing also applies to properties with five or more people from two or more households.
What the Law Requires
Landlords need a yearly gas safety check from a Gas Safe registered engineer for the appliances and flues they provide. Tenants receive the gas record within 28 days, or before moving in for new tenants.
Your Licence File and the 7-Day Rule
Hackney requires a gas safety certificate for a licence application. You need to provide the certificate within 7 days when the council asks for it. Keep the latest record easy to find and use the two-month early check period. The gas record supports the licence application. It does not grant the licence.
2026 Update: Section 21 and the Landlord Register
Section 21 ended on 1 May 2026 under the Renters' Rights Act 2025. Landlords now use Section 8 when seeking possession of a property. The national PRS Database opens for registration on 15 December 2026.
Hackney Property Types We Cover
Converted Victorian Flats
Hackney has many Victorian and Georgian terraces split into flats. For gas safety checks and certificates in Hackney, the gas record covers appliances and flues inside the flat. The meter can be in a shared cupboard, so confirm its location and access before booking. If one boiler or flue serves several flats, the lease decides who arranges the check. Converted flats can also have more appliances than expected.
Purpose-Built Blocks
Hackney has purpose-built estates and new-build blocks. The managing agent arranges access to meter rooms and risers. Provide the access contact when booking so the engineer can reach these areas.
Flats Above Shops, Bars and Restaurants
Kingsland Road, Mare Street, Shoreditch and Dalston have homes above shops, bars and restaurants. A domestic CP12 covers the residential let only. Catering gas equipment below is a separate non-domestic matter.
HMOs & Shared Houses
Hackney's additional HMO licensing scheme covers the borough from 1 May 2026. List every landlord-provided gas appliance in the rooms and shared kitchens on the gas safety record. Provide the certificate within 7 days if the council asks for it.

- £69 covers 1, 2, 3 or 4 gas appliances plus the gas meter.

£69 covers up to four gas appliances plus the gas meter at one fixed price. This includes a boiler, gas hob, gas fire or gas water heater. The price stays at £69 for one, two, three or four gas appliances.
My Hackney flat's gas meter is in a communal cupboard. Who arranges access?
In converted and purpose-built blocks, the gas meter is in a shared cupboard or riser. The managing agent arranges access in these buildings. Give the access contact when booking so the engineer has the details needed for the visit.
Which Hackney postcodes and areas do you cover?
We cover E5, E8, E9 and N16, plus parts of E2, N1, N4 and N15. Areas include Clapton, Dalston, Homerton, Hackney Wick, Stoke Newington, Hoxton and Shoreditch. E1 is in Tower Hamlets.
I rent a flat above a restaurant in Dalston. Does one CP12 cover the restaurant's gas?
No. A domestic CP12 covers the gas appliances and flues serving the residential property.
- The restaurant’s catering gas equipment falls under separate non-domestic requirements.
- The restaurant needs its own gas safety record for its catering equipment.
Do I need a gas certificate for a Hackney licence?
Yes, if the property has gas. Hackney’s licence application requires a gas safety certificate from a Gas Safe registered engineer. The licence conditions require you to provide the certificate within 7 days when the council asks for it.
My Woodberry Down flat is all-electric. Do I still need a CP12?
If the dwelling has no landlord-provided gas appliance or flue, the annual gas safety duty does not apply. A gas hob still needs a gas safety check. The requirement depends on the appliances and flues in the individual property, not the postcode.
What happens if the engineer finds a defect?
- The engineer records the issue as Immediately Dangerous or At Risk.
- With your permission, an unsafe appliance is turned off.
- The gas safety record is still issued and includes details of the defect.
- The record shows the condition found during the check and the action taken.
