What Is a Gas Safety Certificate in Havering?

A Gas Safety Certificate (CP12), also called a Landlord Gas Safety Record, is the record a Gas Safe registered engineer issues after checking the gas appliances and flues a landlord provides. In Havering, both licensing schemes began on 18 March 2026. Many local landlords now include their gas safety record with their property licence application.

A check completed in the two months before the due date keeps the original expiry date.

Is a Gas Safety Certificate a Legal Requirement in Havering?

Yes, for every Havering landlord who provides gas appliances. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 requires landlords to arrange an annual safety check of the gas appliances and flues they provide for tenants. Havering's borough wide additional HMO scheme and seven ward selective scheme both started on 18 March 2026. For many landlords, the gas record now forms part of the licence evidence.

Who Can Issue One and How to Check the Engineer

Only a Gas Safe registered engineer can issue the record. Check the engineer's registration on the Gas Safe Register before work starts. You can also check ALC's Gas Safe registration details before booking the inspection. This gives you a direct way to confirm the engineer handling your gas safety check.

New Schemes, First Application

Havering's two licensing schemes started on 18 March 2026 and run to 17 March 2031. The previous schemes ended on 24 January 2026, leaving a 53-day gap. Check if the property resides within one of seven selective wards. Get the gas record before applying. A check within two months before the due date keeps the original expiry date.

What's Checked on a Havering Gas Safety Check and What Isn't

A Gas Safe registered engineer checks landlord-provided appliances, flues, ventilation, safety controls and combustion readings. Installation pipework has a separate maintenance duty.

Covered by the gas safety check

NOT covered by the annual check

Gas appliances the landlord provides
Tenant's own gas appliances
Flues and chimneys serving those appliances
A Full boiler service
Appliance operating pressure and heat input
Repairs or replacement parts
Combustion performance and flue gas readings
Installation pipework
Ventilation to each appliance
Electrical safety
Safety devices and flame supervision
Carbon monoxide alarm supply

If the Engineer Finds a Defect

If the engineer finds a fault, they record it as immediately dangerous or at risk. With your permission, they can disconnect an unsafe appliance. The gas safety record is issued with details of the defect. Any repair work is quoted separately.

Pipework and Carbon Monoxide Alarms

Installation pipework falls outside the annual gas safety check, but it still needs ongoing maintenance. ALC carries out a tightness test and visual check as good practice. A CO alarm is required in a room used as living accommodation with a fixed combustion appliance, except a gas cooker, under SI 2022/707 from 1 October 2022.
