What Is a Gas Safety Certificate in Tower Hamlets?
A Gas Safety Certificate (CP12), also called a Landlord Gas Safety Record, is the record issued by a Gas Safe registered engineer. It confirms the annual safety check of the gas appliances and flues a landlord provides. In Tower Hamlets, many rental homes are flats, so landlords need to identify which appliances and flues fall within their responsibility.
Gas Safety Rules at a Glance
Every 12 months
A Gas Safe registered engineer carries out the annual gas safety check under regulation 36 of GSIUR 1998.
Early renewal
A check within two months before the due date keeps the original expiry date.
Tenant copies
Existing tenants receive a copy within 28 days. New tenants receive it before moving in.
Records
Keep each record until two further checks have taken place, covering at least two years.
Is a Gas Safety Certificate a Legal Requirement in Tower Hamlets?
Yes, for Tower Hamlets landlords who provide gas appliances, Regulation 36 of the Gas Safety Installation and Use Regulations 1998 requires an annual gas safety check for relevant landlord-supplied gas appliances and flues. The duty covers appliances and flues provided inside the rented property. A communal gas plant serving several homes falls under the responsibility of the building owner.
Who Can Issue One and How to Check the Engineer
Only a Gas Safe registered engineer can issue the record. Check an engineer's registration on the Gas Safe Register before work starts. You can also check the Gas Safe registration details of an All Landlord Certificates engineer before the inspection.
Why Gas Safety Compliance Works Differently in Tower Hamlets
Tower Hamlets has the most high rise residential buildings in the country, with 81% of households living in purpose built flats in 2021, the second highest proportion in England. The selective licensing scheme expires on 30 September 2026. Additional HMO licensing runs to 31 March 2029. Five things make gas safety compliance in Tower Hamlets different.
What Makes Tower Hamlets Gas Compliance Different
Tower Hamlets has a high-rise housing pattern, dense residential areas and local licensing arrangements that shape gas safety work for landlords:
1
High-rise housing
Tower Hamlets has the most high-rise residential buildings in the country. 81% of households live in purpose-built flats, the second-highest share in England.
2
High population density
Tower Hamlets has 15,695 residents per square km, the highest population density among local authorities in England and Wales. Many separate rented homes can share one residential building.
3
Licensing transition
Selective licensing expires on 30 September 2026. Additional HMO licensing runs to 31 March 2029. Licensing fees rose from 1 April 2026.
4
Communal plant
A boiler or flue serving several flats forms part of the annual gas safety check. HSE places responsibility on the landlord for relevant equipment, with the building owner involved where the landlord does not control the communal plant.
5
Barkantine heating network
The Barkantine Heat and Power scheme on the Isle of Dogs supplies heat and hot water to hundreds of homes through a gas fired CHP network. The arrangement dates from a PFI signed in 2000.
Tower Hamlets Licensing Facts
- 81% of households live in purpose built flats, the second highest share in England.
- 38.2% of households rent privately.
- Selective licensing expires on 30 September 2026. Additional HMO licensing runs to 31 March 2029.
How Gas Safety Checks Work for Tower Hamlets Landlords
Which Appliances Are Actually Yours
Your duty covers the gas appliances and flues you provide inside the let. A communal boiler or flue serving several dwellings falls under the building's communal arrangements. HSE requires the landlord to ensure communal appliances receive maintenance and an annual check, with the building owner involved where required. This forms part of gas safety checks in Tower Hamlets.
Booking Several Flats in One Tower
Several flats at one address can be grouped onto one order, so the engineer attends once. Agents and portfolio landlords can use this for multiple lets in the same building. Supply the building access contact at booking so entry arrangements are clear.
Barkantine and No Gas Homes on the Isle of Dogs
Some Isle of Dogs homes receive heat and hot water from the Barkantine CHP network rather than an individual gas boiler. No landlord provided a gas appliance or flue, means no annual duty under regulation 36. A gas hob still needs checking. This setup affects a Tower Hamlets gas safety certificate where gas appliances remain inside the dwelling.

What's Checked on a Tower Hamlets Gas Safety Check and What's Isn't
The engineer checks landlord-provided gas appliances, their flues, operation, combustion, ventilation, and safety controls. Installation pipework remains a separate maintenance duty.
Covered by the gas safety check
NOT covered by the annual check
If the Engineer Finds a Defect
The engineer classifies defects as immediately dangerous or at risk when applicable. With permission, an unsafe appliance is disconnected. The gas safety record is issued, with repair costs quoted separately.
Pipework and Carbon Monoxide Alarms
Checking the pipes every year is not required, but looking after and maintaining the pipes is still your responsibility. A soundness test and visual examination form good practice. A CO alarm is required in living accommodation with a fixed combustion appliance, excluding a gas cooker, under rules effective from 1 October 2022.

The fixed price for a Gas Safety Certificate is £69. This covers up to four gas appliances plus the gas meter, with a digital CP12 issued within 24 hours of the completed check. Appliance count prices properties with five or more appliances at booking.

Gas Safety and Property Licensing in Tower Hamlets
What the Law Requires
Regulation 36 of the Gas Safety Installation and Use Regulations 1998 requires landlords to arrange an annual gas safety check by a Gas Safe registered engineer for appliances and flues they provide. The record stays on file until two further checks, with copies given to existing tenants within 28 days and new tenants before they move in.
Licensing in Transition
Tower Hamlets selective licensing ends on 30 September 2026. Additional HMO licensing covers the whole borough until 31 March 2029. Mandatory HMO licensing applies to homes occupied by five or more people from two or more households. Fees changed on 1 April 2026, including £1,323 for additional HMO licensing, £977 for mandatory licensing, £897 for a new selective licence, £747 for a renewal and £68.50 per room.
Licensing checked on 23 September 2026.
Check the Tower Hamlets Council licensing page for the current scheme status, fees and application details rather than relying on a provider summary. A gas safety record is one document within a licence file. It does not grant a property licence.

Tower Hamlets Property Types We Cover
Flats in Purpose Built Blocks
81% of Tower Hamlets homes are purpose-built flats. For rented flats, the landlord gas record covers appliances and flues supplied inside the let. Meters can sit in shared areas. A boiler serving several flats falls under the building owner arrangement.
High Rise and Communal Plant
Tower Hamlets has the highest number of high-rise residential buildings in the country. Gas duties can sit between the landlord and freeholder. HSE guidance separates home appliances from shared gas appliances. Access to risers and plant rooms is controlled by the building.
HMOs and Shared Houses
The borough-wide additional HMO scheme runs until 31 March 2029. All landlord-provided appliances across units and shared kitchens need listing on the gas record. One record can cover the property. The licence condition requires a gas safety certificate from the previous 12 months. HMO fire risk assessment also forms part of wider compliance.
Flats Above Shops and Restaurants
Tower Hamlets has many homes above shops and restaurants. The domestic CP12 covers only the residential let. The catering gas equipment below follows a separate non-domestic regime with its own gas safety record. The residential CP12 does not cover commercial catering equipment.

Tower Hamlets Gas Safety Certificate FAQs
My flat is in a block with a communal boiler, do I need my own CP12?
Yes, for gas appliances you provide inside the flat. A communal boiler serving several homes falls under the freeholder or managing agent. Your CP12 covers the appliances and flues supplied inside your rented flat.
Can you check several flats in the same building on one booking?
Yes. Several addresses in one block can go on one booking, with one engineer visit. Provide the access contact details at booking for each property.
Which Tower Hamlets postcodes and areas do you cover?
We cover E1, E1W, E2, E3 and E14, from Whitechapel to Canary Wharf, including Bow, Poplar, Wapping, Limehouse and the Isle of Dogs. Fish Island is in Tower Hamlets.
How long do I have to keep my gas safety record?
Keep each gas safety record until two further checks have taken place, which means at least two years in practice. This follows council guidance and HSE guidance.
Do I need a gas certificate for a Tower Hamlets licence?
Yes, where the property has gas. Each licence carries a condition requiring a gas safety certificate from the previous 12 months when requested. Selective licensing expires on 30 September 2026.
My Isle of Dogs flat is on the Barkantine heat network, do I still need one?
If there is no landlord provided gas appliance or flue in the dwelling, the annual gas safety duty does not arise. A gas hob supplied by the landlord still needs a gas safety check.
What happens if the engineer finds a defect?
The engineer records the defect as Immediately Dangerous or At Risk. With your permission, an unsafe appliance can be turned off. The gas safety record is still issued with the defect recorded.
